By law, as defined in the revised Approved Code of Practice (ACOP) issued by the Government's Health and Safety Executive (HSE), it is the responsibility of all employers, who manage premises with hot/cold water systems and/or a wet cooling systems, to prevent Legionella contamination and to prevent or control its spread.

Generally, Legionella bacteria start to multiply in water at temperatures between 20 to 45°C (with the spread increased by the presence of nutrients such as rust, algae, sludge and scale). To control this, water should typically be kept cold below 20°C while hot water should be stored above 60°C and distributed at 50°C.
